TL;DR: France's online banking market in 2025 is dominated by BoursoBank (formerly Boursorama, over 8 million customers, Societe Generale subsidiary, France's cheapest bank three years running according to MoneyVox, up to 280 euros welcome bonus), Fortuneo (Credit Mutuel subsidiary, ranked first in independent comparisons for its fee structure, free chequebook, no income requirement on its Fosfo card, World Elite Mastercard for frequent travelers), and Hello bank (BNP Paribas subsidiary, free cash and cheque deposits at 1,800-plus BNP branches, 4.7 out of 5 app rating, up to 180 euros welcome bonus). French online banks are licensed by the ACPR (Autorite de Controle Prudentiel et de Resolution) and deposits are guaranteed up to 100,000 euros by the FGDR (Fonds de Garantie des Depots et de Resolution), identical to protections at traditional French banks. For expats, N26 and Revolut are the most accessible options as they do not require a French tax residency as a prerequisite for account opening.

The French Online Banking Market

France's online banking landscape is structurally different from the rest of Europe in one important respect: the major French online banks are not independent challengers but subsidiaries of France's established banking groups. BoursoBank is a subsidiary of Societe Generale. Fortuneo is a subsidiary of Arkea Direct Banque, itself part of Credit Mutuel. Hello bank is a subsidiary of BNP Paribas. Monabanq is a subsidiary of Cofidis Participations, affiliated with Credit Mutuel Alliance federale. BforBank is a subsidiary of Credit Agricole regional banks. This parent-subsidiary structure gives French online banks significant operational advantages in stability, deposit protection credibility, and access to regulated savings products and lending capabilities that pure neobanks without parent bank backing struggle to replicate. It also explains why French online banks typically offer a broader range of financial products, including Livret A regulated savings accounts, Plan d'Epargne en Actions (PEA) stock accounts, assurance-vie (life insurance investment accounts), Plan d'Epargne Retraite (PER) retirement savings, mortgages, and consumer credit, than their pan-European neobank counterparts. By mid-2025, BoursoBank had surpassed 8 million customers, cementing its position as the largest online bank in France and one of the five largest retail banks in the country by customer count.

French Banking Regulation: ACPR, FGDR, and Deposit Protection

All French online banks operating as licensed credit institutions are supervised by the ACPR, France's banking and insurance regulator which is an independent administrative authority attached to the Banque de France. Deposits at ACPR-licensed French credit institutions are guaranteed up to 100,000 euros per depositor per institution by the FGDR, the French deposit guarantee fund, identical to the protections available at traditional French high-street banks. Regulated savings accounts including the Livret A, the Livret de Developpement Durable et Solidaire (LDDS), and the Livret d'Epargne Populaire (LEP) benefit from a state guarantee in addition to FGDR protection, also capped at 100,000 euros. Pan-European neobanks operating in France under foreign EU banking licences, such as Revolut under its Lithuanian licence and N26 under its German licence, provide equivalent EU Deposit Guarantee Scheme protection up to 100,000 euros through their home country's scheme rather than through the FGDR directly.

BoursoBank: France's Largest Online Bank

BoursoBank, rebranded from Boursorama Banque in 2023 and operating as a subsidiary of Societe Generale, is France's largest online bank with over 8 million customers as of mid-2025. It has been designated the least expensive bank in France for three consecutive years by MoneyVox across the young adult, classic, and premium client profiles. Its four main current account plans are Welcome (free, accessible without income conditions, basic Visa card), Ultim (free for active users making at least one card transaction per month, Visa Premier card with no foreign currency transaction fees outside the eurozone), Metal (paid premium tier), and BoursoFirst (premium wealth management tier). The Ultim card's zero foreign transaction fee outside the eurozone is a practically significant benefit for French residents who travel internationally. BoursoBank offers a comprehensive product range including the Livret A at the regulated 2.4% rate, the LEP savings account at 3.5% (income-condition dependent), LDDS, PEA, PEA-PME, assurance-vie, PER, credit immobilier (mortgage), credit consommation (consumer loan), an express credit facility CLI from 200 to 3,000 euros, a stock brokerage platform with competitive commissions, and a children's account. Welcome bonus offers have reached up to 280 euros for new customers meeting qualifying conditions. As a Societe Generale subsidiary, BoursoBank is the most credible primary banking alternative to a traditional French bank for consumers who want comprehensive product access in a fully digital format.

Fortuneo: Best for Fee Structure and Investment Access

Fortuneo, a subsidiary of Arkea Direct Banque within the Credit Mutuel group, is ranked first in Selectra's independent comparison of French online banks for its overall fee structure and consistently appears in the top tier of MoneyVox rankings. Its Fosfo card is a free Mastercard Classic available without income conditions, making Fortuneo accessible to students, young workers, and those with non-standard income profiles. The bank's premium card offerings include the World Elite Mastercard, which provides comprehensive travel insurance, no foreign currency transaction fees, and concierge service. Fortuneo offers a free chequebook to all current account holders, which is unusual among French online banks, as BoursoBank charges 5 euros for a book of five cheques. For investors, Fortuneo's brokerage platform is recognised as one of the best among French online banks, offering PEA, compte-titres, and TFSA-equivalent savings products at competitive commissions. Fortuneo also offers Livret A, LDDS, assurance-vie, and a mortgage product.

Hello bank: Best for Physical Branch Backup and Cash Deposits

Hello bank, operated as the digital banking brand of BNP Paribas, offers a distinctive feature that no other French online bank provides: the ability to deposit both cash and cheques free of charge at more than 1,800 BNP Paribas branch locations across France. This physical deposit capability makes Hello bank the most practical online bank for French residents who occasionally handle cash or receive cheques from clients, tenants, or family members. Its Hello One account has no monthly fee and no income conditions. The Hello Prime plan at 5 euros per month adds a Visa Premier card with travel insurance and enhanced services. Hello bank's mobile app earns 4.7 out of 5 on both Google Play and the App Store and includes budget management tools, card freeze and unfreeze, instant Virement and paiement mobile via Paylib, and a new account opening welcome bonus of up to 180 euros for qualifying new customers. The full BNP Paribas product range including mortgages, consumer loans, life insurance (all BNP life insurance policies are accessible to Hello bank customers), and PEL savings accounts is accessible to Hello bank account holders.

N26 in France: Best Neobank for Expats and Non-Residents

N26 is the most accessible major digital bank for expats and non-residents in France because it does not require proof of French tax residency as a prerequisite for account opening, unlike most French-headquartered online banks that explicitly state the account holder must be a French tax resident. N26 provides a French IBAN (beginning with FR), the Wise international transfer partnership, a free Standard account with no monthly fee, and account opening entirely through the smartphone app without a branch visit or French administrative documentation. The French regulatory position notes that Boursorama is the most open French-headquartered bank to accepting foreigners and non-residents, though it does not accept US citizens. For US citizens and non-residents where French-domiciled banks are unavailable, N26 and Revolut, operating under their German and Lithuanian licences respectively, are the practical alternatives. Important note: to open a French-headquartered online bank account at BoursoBank, Fortuneo, Hello bank, Monabanq, or BforBank, you typically need an existing French IBAN (French bank account) to make the required initial transfer that activates the new account, creating a practical bootstrapping challenge for new arrivals.

Frequently Asked Questions

What is the best online bank in France?

BoursoBank is the most widely recommended online bank in France for its comprehensive product range, zero-fee Ultim card with no foreign transaction fees outside the eurozone, French deposit protection through the FGDR, and welcome bonus of up to 280 euros. Fortuneo is the strongest alternative for investors who use their bank's brokerage platform and for travelers wanting premium card benefits without income conditions on the base card. Hello bank is the best choice for any French resident who occasionally needs to deposit cash or cheques, given its free deposit access at over 1,800 BNP branches. N26 and Revolut are the most accessible options for expats and non-residents who cannot meet French tax residency requirements.

Are French online bank accounts covered by deposit guarantee?

Yes. All French online banks operating as licensed credit institutions regulated by the ACPR are members of the FGDR, France's deposit guarantee fund, which protects deposits up to 100,000 euros per depositor per institution. This protection is equivalent to that provided at BNP Paribas, Societe Generale, Credit Agricole, and other traditional French banks. Regulated savings accounts including Livret A and LDDS carry an additional state guarantee up to their respective ceilings. Always verify a specific institution's FGDR membership status before depositing significant balances.

Can expats open a French online bank account?

Most French-headquartered online banks require proof of French tax residency for account opening, which creates a practical barrier for new arrivals and non-residents. BoursoBank is generally considered the most accessible of the French-domiciled online banks to foreign nationals and non-residents, though it explicitly excludes US citizens from eligibility. N26 and Revolut, operating under German and Lithuanian EU banking licences respectively, are the most practical options for expats who cannot yet prove French tax residency, as they accept customers across the EU based on residency in any supported country and do not require a French tax residence certificate.

What is BoursoBank and is it the same as Boursorama?

Yes. BoursoBank is the rebranded name of Boursorama Banque, which relaunched under the BoursoBank name in 2023. It operates as a subsidiary of Societe Generale and is France's largest online bank with over 8 million customers as of mid-2025. The rebranding did not change the underlying banking entity, regulatory status, or FGDR deposit protection arrangement. Existing Boursorama customers retained all their accounts, cards, and banking relationships through the transition, and the bank continues to offer the same product range including the Welcome and Ultim cards under the BoursoBank brand.

Do French online banks offer investment accounts like PEA?

Yes, most French online banks offer Plan d'Epargne en Actions (PEA) accounts and other French-regulated investment vehicles that are not available from non-French banks or pan-European neobanks. BoursoBank offers PEA, PEA-PME, and a PEA Jeune account alongside a full brokerage platform. Fortuneo offers PEA and compte-titres. Hello bank offers investment products through BNP Paribas. N26 and Revolut, operating under non-French banking licences, do not offer PEA accounts, Livret A, or other French-regulated investment products, limiting their usefulness as primary banking options for French residents who want tax-efficient French investment access.
